Lastly, there has to be a zone free from atmospheric interference for a viable construction of space elevator. Therefore space hurricanes would be hazardous for its survival as well.

What in the name of Great Googly Moogly is a space hurricane? If you mean a normal regular terrestrial hurricane simply do what we plan on doing - park the thing on the equator.

If you mean ’weather’ then we think we have a handle on that. 400 miles west of South America, spang on the equator is a large region noted for it’s calm weather and absence of lighting.

the idea actually turning into a reality still seems to be far fetched.

I’m sure it does - but poke a bit deeper into the idea than the review you linked and you might change your mind. Or not - but you’ll be better informed.
